An Open Code Quality Platform

Code quality and its tracking is not a widespread practice throughout free software, and only few big project pay attention to this topic. We consider code quality not only on source code but also at the packaging level. To help improve the overall basis on which a Linux distribution rely on, we propose the specification of an Open Code Quality platform that would allow any free software project to easily register, select metrics and track them.
